Malvo’s attorney, Craig Cooley, confirmed the move after over 20 years in maximum security. Inmates can be transferred to lower-security prisons if they maintain good behavior for at least 24 months.
Malvo, now 39, was 17 when he and John Allen Muhammad killed 10 people in a series of sniper attacks in October 2002. Malvo was sentenced to life without parole in Virginia, but recent legal changes allowed him to seek parole, which was denied in 2022. His accomplice, Muhammad, was executed in 2009. Malvo also faces a life sentence in Maryland, with resentencing scheduled for December 2024.
